Consul General
Fong (of San Francisco) remarked of the "Pershing Chinese"
that many had lost substantial businesses in Mexico but welcomed
the chance to be in the United States. He made it clear he could
return any to Mexico who wanted to go and would help arrange transportation
back to China for those who wished to return.
"If they
want to go to Mexico, all right; if they want to go to China, all
right; if they want to stay under protection of the United States,
all right."
The San Antonio
Chinese chose the latter.
